Rules

General Rules
Revised 8/1/2005

  1. Participation shall be open to any u7 - u10 properly registered team in good standing with their respective club and with the ICCR league.

  2. The league will operate during the fall and spring seasons. A roster must be submitted along with the appropriate registration fee for each session.

  3. All games will be held at the Prairie Soccer Complex, located at Prairie / College Community School off I-380.

  4. Teams will be allowed to use players outside of their standard rosters for the purposes of complimenting a team to prevent undue cancellations or postponements.

  5. A team may add or remove players at any time during the season with prior consent/approval and registration with the league's registrar. 

  6. Teams are not to exceed maximum number of players without prior consent/approval from the league. There may occur situations where a single player is potentially 'eliminated' from a roster; this situation may warrant a special waiver in order to avoid player exclusion.

  7. Format is 4v4 for u8's and 6v6 for u9's & u10's. Minimum number of players in order to begin game are 3 (for u8) and 5 (for u9 and u10). Opposing team may play at full-strength or reduce to equal numbers at the discretion of that team's coach or club representative.

  8. Home team will be listed first on the schedule.

  9. Visiting team will kick off. Home team will choose defending goal.

  10. The home team will be prepared to wear an alternate color jersey, should there be a conflict of colors. The visiting team may request that the home team either change or wear pinnies in the event of color conflict. The referee will make a final decision in resolving color disputes.

  11. Each team shall provide a game ball to the referee. U8's will play with a size 3 ball, u9's & u10's will play with a size 4 ball.

  12. The field dimensions shall be approximately 20x40 for u8's and 50x70 for u9's & u10's. The dimensions may vary or change without notice at the discretion of the league and/or host facility.

  13. The games shall consist of two (2) twenty-two minute halfs with a 5-minute half-time break. Games shall kick off on the hour. The referee will have discretion and be absolute authority on the game-clock. 

  14. No-shows and cancellations shall be considered a forfeit. No shows or forfeitures will be subject to a $50 penalty imposed by the league on the forfeiting team. In the event neither team shows up, they will each be subject to the $50 penalty. The team may not resume league play until the fine has been paid.

  15. All cancellations or re-scheduled games shall be requested to the league no later than 2 weeks prior to the posted game. 

  16. Any team requesting a re-schedule may be subject to paying additional fees for referee or fields.

  17. Teams failing to field the minimum number of players within five (5) minutes of the scheduled kick-off time may be subject to a forfeit consideration. At the discretion of the opposing coaches, an agreement may be reached to reduce the number of players or borrow players from the opposing team. Referee will have final authority and will report as such to league coordinator.

  18. If for any reason the referee or official fails to show up by the required kick-off time, the team may coordinate agree upon an alternate referee at their discretion.

  19. Any person (including: athlete, coach, parent, official or spectator) involved in a fight will be immediately expelled from the game and must leave the premises immediately. An indefinite suspension may be levied by the league's Advisory Committee.

  20. Any player receiving a red card will be expelled for the remainder of the game, and may be suspended from playing in that team's following game. To be reported and reviewed by league's Advisory Committee.

  21. The referee has the final authority to remove any person, spectator or participant, for unsportsmanlike behavior or for behavior being perceived as harassment. Should the spectator, player or coach refuse to leave the game may be called off at referee's discretion. 

  22. All games will be played as scheduled unless there is lightning or other inclement weather conditions that warrant such cancellation. In the event of a postponed match, the referee has the authority to temporarily suspend games and resume as weather allows. All games are independent, while the league may cancel or postpone one game all other games may continue as scheduled.

  23. Players may wear appropriate gear in event of unfavorable weather conditions as long as the team's jersey is worm on the outside of other protective clothing.

  24. Jewelry of any type (with the exception of medical alert bracelets) will not be allowed.

  25. The is a zero-tolerance for alcoholic beverages at the games/field or facilities.

  26. Shin-guards must be worn at all times while playing in a game. All shin-guards must be fully covered by socks. 

  27. No metal cleats/spikes allowed.

  28. All rules not specified herein will follow FIFA.

  29. The Advisory Committee reserves the right to make necessary modifications to this outline without prior notice to teams and/or participants.

  30. Any protest are to be delivered in writing and will be assessed a $50 fee. Protests will be handled at the discretion of the league's Advisory Committee.
